STATEMENT BY THE GUYANA ANTI-CORRUPTION NETWORK (GACN)

Subject: Government’s Hiring of Convicted Fraudster Kevon Lorrimer as PR Agent for Marudi is a Disgraceful Betrayal of Public Trust

The Guyana Anti-Corruption Network (GACN) views with absolute dismay and righteous indignation the reported appointment of Mr. Kevon Lorrimer as the Public Relations agent for the Marudi region by the Guyana government.

This decision is not merely a lapse in judgment; it is a direct insult to every law-abiding citizen of this nation and a grotesque mockery of the fight against corruption.

A Matter of Public Record
To be clear, Mr. Lorrimer is not merely an accused individual. He is a convicted fraudster. In June 2025, Mr. Lorrimer was found guilty in the Linden Magistrate’s Court for obtaining money by false pretence. The court determined that he defrauded a citizen of $500,000 by falsely pretending he could secure a land title. He was sentenced to nine months imprisonment.

Instead of facing the full weight of the law, reports indicate Mr. Lorrimer remains in police custody or receiving medical care rather than being transferred to the Guyana Prison Service to begin his lawful sentence.

Additionally, we note with grave concern that Mr. Lorrimer has brazenly inserted himself into the ongoing criminal case of former Toshao Ken Faria, who stands arrested for the murder of Leon Baird, called “Rasta.” The killing occurred between January 23 and January 25, 2026, at Wichabai, South Central Rupununi. For a convicted fraudster now holding a government-backed PR role to involve himself in a murder investigation raises serious questions of undue influence, witness tampering, and the erosion of due process.

A Double Betrayal of Indigenous Peoples
We find it particularly disgraceful that both the victims of Ken Faria and the vast majority of those affected by the ongoing crises in Marudi are Indigenous Guyanese. By appointing Mr. Lorrimer—himself an Indigenous man—to serve as the government’s PR agent for Marudi, the administration is cynically attempting to use Indigenous identity as a shield to cover crimes, violations, and systemic failures.

This is not representation. This is manipulation. It presumes that one Indigenous individual’s presence excuses the government’s refusal to provide genuine accountability, transparency, or justice to Indigenous communities. In reality, it compounds the violation: Indigenous peoples are now being subjected not only to violence and corruption but also to a fraudulent public relations campaign designed to silence their legitimate grievances.

Lorrimer’s Open Boasting: A Challenge to Democracy
Further deepening our alarm, Mr. Lorrimer is openly boasting that members of Parliament require his permission to enter Marudi. This is an outrageous and unconstitutional assertion. No convicted fraudster, no appointed PR agent, and no private citizen has the authority to gatekeep elected representatives from accessing any part of Guyanese territory.

This statement alone reveals the true nature of the arrangement: the government has effectively handed operational control of access to Marudi to a man with a recent fraud conviction, enabling him to act as an unelected gatekeeper. This is not public relations; this is the privatization of state authority. It is an insult to every democratically elected Member of Parliament and a direct assault on parliamentary oversight.

A Failure of Leadership
By retaining a convicted fraudster to manage communications and represent government interests in Marudi—while allowing him to meddle in a murder case, boast of blocking parliamentary access, and cynically exploiting Indigenous identity—the administration is sending a singular, dangerous message: Crime pays, impunity reigns, and Indigenous lives are mere political props.

The Government has a moral and legal obligation to uphold the highest standards of integrity. Appointing an individual recently convicted of theft by deception to a public-facing role—and permitting his interference in serious criminal matters and democratic processes—shatters any credibility the administration claims to have regarding transparency, justice, or respect for Indigenous peoples.

Demands for Immediate Action
The Guyana Anti-Corruption Network demands the following:

1. Immediate Termination: The government must immediately revoke any and all contracts or arrangements with Mr. Lorrimer regarding the Marudi region.
2. Full Enforcement of the Law: We demand that the Minister of Home Affairs explain why Mr. Lorrimer has not been transferred to prison to serve his sentence for fraud.
3. Investigation of Interference: The police must immediately investigate Mr. Lorrimer’s involvement in the Ken Faria murder case to ensure that justice for Leon Baird is not compromised.
4. Clarification on Parliamentary Access: The Government must issue an immediate statement confirming that no appointed PR agent has the authority to block Members of Parliament from entering Marudi, and that Mr. Lorrimer’s boast is repudiated in the strongest possible terms.
5. Public Apology to Indigenous Communities: The government owes a formal apology to the Indigenous peoples of Marudi, Wichabai, and all of Guyana for using an Indigenous convicted fraudster to cover up crimes and violations against Indigenous victims.

We call on all civil society, parliamentary representatives, and ordinary Guyanese who believe in justice to condemn this appointment without reservation. We cannot claim to fight corruption while rewarding a convicted fraudster with a government contract, allowing him to interfere in a murder case, permitting him to block elected officials, and exploiting Indigenous identity as a cover for impunity.

Integrity must be the price of entry for public service, not an afterthought.
