Part II: The Political Protector – Vevakanand Dalip, the Untouchable PPP Boss

· International Sanctions: Dalip and his company were debarred by the Inter-American Development Bank (IDB) until 2030 for collusive practices. Part III: The Transnational Criminal Network – Rodrigo Cataratas and the Yanomami Connection

The brutality documented in Marudi Mountain is not occurring in isolation. It is part of a transnational criminal operation led by Rodrigo Martins de Mello (“Rodrigo Cataratas”) , a Brazilian national sentenced in February 2026 to 22 years and 7 months in prison for leading a criminal organization that devastated the Yanomami Indigenous Territory in Brazil.

Cataratas’s Conviction:

The Brazilian Federal Court found that Cataratas managed a fleet of at least 23 aircraft to transport miners, fuel, and illegally extracted gold from protected Indigenous land. The consequences for the Yanomami people included:

· Widespread mercury poisoning causing neurological damage, abortions, and infant cognitive defects
· Devastating malaria epidemics
· Malnutrition-related deaths among Yanomami children

Cataratas is a public supporter of former Brazilian President Jair Bolsonaro. His son is under investigation by Brazilian Federal Police for assisting Alexandre Ramagem—Bolsonaro’s former spy chief and a convicted coup plotter—in his escape to Guyana. 3. Impose targeted sanctions under global Magnitsky-style human rights accountability frameworks against Vevakanand Dalip, Rodrigo Cataratas, and any officials found complicit in these abuses.
4. Issue public statements making clear that continued engagement with individuals debarred by international financial institutions or convicted of crimes against Indigenous peoples will have consequences for bilateral relations.

To the Inter-American Commission on Human Rights (IACHR) and UN Human Rights Mechanisms:

1. Grant urgent precautionary measures for Indigenous communities and residents in the Marudi Mountain region facing imminent risk of violence, forced displacement, and extrajudicial detention.
2. Initiate a thematic hearing on “The Protection of Indigenous Peoples in Guyana’s Mining Frontier: Transnational Organized Crime, Political Corruption, and State Security Complicity.”
3. Deploy an independent fact-finding mission to document human rights abuses in Region Nine, with particular attention to the Marudi Mountain area.
4. Request the Government of Guyana provide a detailed accounting of:
· The legal status of mining operations in Marudi Mountain
· The nature of government meetings with Rodrigo Cataratas
