### GACN INVESTIGATION CONTINUES INTO NEW YORK PROPERTY NOW OWNED BY SHERWYN GREAVES AND WIFE; LINKS TO PHILLIP BALDEO UNDER SCRUTINY
**GEORGETOWN, GUYANA – February 20, 2026** – The Guyana Anti-Corruption Network (GACN) announced today that it is continuing its investigation into a commercial property located at **125-15 Liberty Avenue, Queens, New York**, which has been transferred into a living trust owned by **Sherwyn L. Greaves and Mishana Greaves**. The investigation is scrutinizing a complex web of transactions involving anonymous LLCs, a $925,000 purchase price, and a subsequent deed filed with a $0.00 consideration [4].
The property, a two-story retail building constructed in 1931, houses a commercial tenant and sits on Liberty Avenue in the Richmond Hill neighborhood—an area with a significant Guyanese diaspora population [9, 10]. Public records confirm the property was purchased on **March 25, 2024, for $925,000** [4]. The property’s current full market value is assessed at **$506,000**, with annual property taxes of approximately **$21,363** [1, 12].
GACN’s investigation focuses on a deed filed on March 14, 2025, which declared a **$0.00 transfer price** and claimed exemption from all New York City and State transfer taxes—taxes that would have exceeded $12,000 on a legitimate $925,000 transaction [3]. The deed lists the grantee as the **OPTIMUM PRIME REVOCABLE LIVING TRUST**, with Sherwyn L. Greaves and Mishana Greaves identified as trustees and grantors [3, 15].
**PHILLIP BALDEO CONNECTION**
Central to GACN’s inquiry is the role of **Dr. Phillip Baldeo**, a New York-based family medicine physician with deep ties to both Richmond Hill and his native Guyana [5]. According to investigative reporting by Kaieteur News, the March 2024 sale was initially conducted by **Liberty Avenue Associates LLC**, a company of which Baldeo is the sole owner [5, 15].
Documents indicate that Baldeo’s LLC sold the property on March 25, 2024, to **SML Management LLC**, a company owned and represented by Mishana Greaves [5]. That LLC later transferred the property into the Optimum Prime Revocable Living Trust, with Sherwyn Leon Naftali Greaves and Mishana Greaves serving as trustees [5, 15].
Significantly, investigators have noted that **no mortgage was issued** for the purchase of the property, and it was reportedly sold below market value—a transaction structure often associated with money laundering and tax evasion schemes [5].
Baldeo has previously been identified as a business associate of **Ed Ahmad**, a convicted Guyanese New York real estate developer who served time in U.S. federal prison for money laundering and real estate fraud [6, 8]. Ed Ahmad has also been linked to controversial land deals in Guyana involving prime properties at Providence, Ogle, and along the Heroes Highway [6].
**ONGOING CONCERNS**
GACN’s investigation is examining whether the complex ownership structure—moving from Baldeo’s LLC to the Greaves’ LLC and finally into a family trust—was designed to obscure the true beneficial ownership of the property or to avoid tax liabilities. The use of anonymous LLCs and the subsequent $0.00 deed filing raises serious questions about compliance with both U.S. tax laws and anti-money laundering regulations [3, 4].
Phillip Baldeo, who has practiced family medicine in Richmond Hill for over two decades, maintains a public profile as a philanthropist with scholarship programs for medical students and charitable initiatives in Guyana [5]. He was previously convicted in the U.S. on campaign finance charges, though community advocates have defended his record of service to the Guyanese-Caribbean community in Queens [6].
The Greaves’ trust now holds title to a property generating commercial rental income, with no publicly disclosed financing and a deed that appears to materially understate the transaction’s value [3, 5].
**Sherwyn Greaves**, formerly Chief Executive Officer of Guyana’s Central Housing and Planning Authority (CHPA), resigned from that position in February 2025 amid questions regarding the source of funds used to acquire properties in New York valued at over USD $1.675 million, given his CHPA salary of approximately $1.5 million monthly [7]. Vice President Bharrat Jagdeo has stated that Greaves assured the government “clean money” was used for the acquisitions [7].
GACN is calling on both U.S. and Guyanese authorities to examine whether any funds used in these transactions originated from Guyana or are linked to persons who may hold public office or influence in Guyana. The network continues to seek information on the ultimate beneficial owners of all entities involved.
