GUYANA ANTI-CORRUPTION NETWORK LAUNCHES FULL INVESTIGATION INTO SHERWYN GREAVES’S US PROPERTY PURCHASE AND ITS DIRECT CONNECTIONS TO MINISTER SUSAN RODRIGUES
Exclusive Report to Expose How Two Former CH&PA Officials Used Identical Cash Purchase Schemes to Acquire Million-Dollar US Properties—With Radically Different Outcomes
GEORGETOWN, GUYANA – February 18, 2026 – The Guyana Anti-Corruption Network (GACN) today announced the launch of a comprehensive investigation into the US$770,000 cash purchase of a New York property by Sherwyn Greaves, former Chief Executive Officer of the Central Housing and Planning Authority (CH&PA). The investigation will expose the direct connections between Greaves’s transaction and the ongoing scandal surrounding Tourism Minister Susan Rodriguez, who at the time of Greaves’s resignation served as the Minister within the Ministry of Housing and Water—the very ministry with oversight of CH&PA.
This investigation follows GACN’s explosive dossier on Minister Rodrigues, which documented her falsified declarations, cash purchase, and use of shell companies to acquire a US$540,000 Florida property.
GACN’s investigation into Sherwyn Greaves will answer critical questions that the public, the media, and oversight institutions have failed to address:
THE CONNECTIONS WE WILL EXPOSE
1. The Supervisor-Subordinate Pipeline
Sherwyn Greaves was appointed CEO of CH&PA under Minister Rodrigues’s watch. He resigned within 48 hours of questions emerging about his New York cash purchase. Rodrigues, facing identical allegations of a US cash purchase, has:
- Remained in office
- Filed a GYD$20 million defamation lawsuit against the journalist who exposed her
- Received public defense from President Irfaan Ali
Why was Greaves sacrificed while Rodrigues is protected?
2. The Edul Ahmad Nexus
Greaves’s New York property was allegedly facilitated by a family member of convicted fraudster Edul ‘Ed’ Ahmad, who was later awarded 30 acres of prime state land by CH&PA. Businessman Terrence Campbell has already filed a complaint with the U.S. Department of Justice asking for an investigation under the Foreign Corrupt Practices Act (FCPA).
Was Greaves the facilitator and Rodrigues the beneficiary of a land-for-cash scheme?
3. The “Cash Purchase” Signature
Both properties were purchased in CASH—no mortgages recorded at closing. Both transactions involved:
- Shell companies or LLC structures
- Rapid transfers of ownership
- No transparent paper trail for the source of funds
- Real estate agents with close personal ties to the buyers
Is this a signature money laundering method used by Guyanese officials?
4. The Timing Correlation
Greaves purchased his New York property in late 2024. Rodrigues purchased her Florida property in March 2024. Both transactions occurred while Rodrigues was a sitting minister and while Greaves served under her ministry.
Were these purchases coordinated? Did the same financial network fund both acquisitions?
5. The Institutional Cover-Up
When Greaves resigned, the Integrity Commission, FIU, and SOCU remained silent. No charges were filed. No public statement was issued. Greaves simply walked away.
When Rodrigues was exposed, the same institutions remained silent. President Ali dismissed calls for investigation.
Has the government deliberately suppressed investigations into both cases to protect higher-ranking officials?
6. The Land Allocation Trail
Under Greaves’s leadership, CH&PA allocated significant parcels of state land. GACN investigators have obtained documents suggesting that some allocations were made to individuals connected to both the Greaves and Rodrigues transactions.
Was state land traded for US cash used to purchase foreign properties?

- Testimony from sources close to CH&PA regarding the pressure applied to Greaves to resign and the assurances he received

- Identification of additional properties purchased by current and former officials using similar methods

- Why did the Financial Intelligence Unit not flag a US$540,000 cash transfer from Guyana to Florida by a sitting minister? Where was the Suspicious Transaction Report? Or did the cash originate in the USA?
- What role did Edul Ahmad’s network play in facilitating both transactions? Is there a direct pipeline from convicted fraudsters to Guyanese officials purchasing US real estate?
- How many other current or former officials have purchased US properties using cash, shell companies, and false declarations? Is this a systemic pattern of corruption?
